National Chi Nan University Sustainable Campus 3R Plan (Reduce, Reuse, Recycle)
National Chi Nan University Sustainable Campus 3R Plan (Reduce, Reuse, Recycle)
Program Overview
This plan builds upon the university's established waste management policy to further deepen and promote the 3R core principles: Source Reduction (Reduce), Resource Reuse (Reuse), and Material Recovery (Recycle), thereby establishing a holistic and sustainable campus waste management framework.
Campus Waste Categorization and Processing Framework
General Waste (Municipal & Domestic)
- Sources: Offices, classrooms, dormitories, and dining halls.
- Collection: Handled by designated janitors, collected daily via NCNU's dedicated refuse trucks.
- Disposal: Regularly collected by the Puli Township Waste Management Unit and transferred to certified municipal processing facilities.
Recyclable Materials
- Initial Sorting: Separated at point-of-use into designated bins inside all campus buildings.
- Staging & Processing: Transported by NCNU collection vehicles to the campus recycling facility, where materials are systematically categorized into 13 distinct streams.
Food Waste & Sludge
- Food Waste: Collected daily from dining areas and transferred to the Puli Township Office for treatment.
- Sewage Sludge: Dewatered and stored at the wastewater treatment plant staging area, then periodically hauled by qualified contractors to regulated disposal facilities.
Toxic & Hazardous Laboratory Waste
- Sources: Academic and experimental laboratories (chemical liquids, disposed equipment, expired reagents).
- Management: Monthly declarations through national online registries, stored securely in dedicated toxic waste cabinets.
- Final Treatment: Transported annually by certified waste management agencies to the Environmental and Resource Management and Research Center at National Cheng Kung University for final processing.
Core Pillars of the Campus 3R Plan
1. Recycle - Strengthening Current Practices
NCNU has established a mature recycling and waste classification system, continually optimized through the following measures:
- Comprehensive Sorting Protocol: Campus waste is strictly separated into General Waste (domestic trash, recyclable resources, food waste, and sewage sludge) and Hazardous Waste (chemical liquids, decommissioned lab equipment, and pharmaceutical/chemical agents).
- "Trash Off the Ground" Policy: Implemented since July 2002, waste collection operates on fixed schedules and designated points across the university, eliminating stationary outdoor bins to maintain hygiene and environmental aesthetics.
- Audit and Spot-Inspection System: Collection personnel conduct random bag inspections of general trash to detect and re-sort misplaced recyclables, fulfilling both auditing and educational functions for campus residents.
- Standardized Central Staging: Recyclables delivered to the central resource recovery station undergo fine secondary classification into 13 material streams before transfer to recycling contractors.
2. Reuse - Promoting Resource Circulation on Campus
To prevent usable items from prematurely entering the waste stream, NCNU actively promotes reuse programs across departments:
- Second-Hand Goods Exchange Platform: Both virtual and physical exchange venues facilitate the transfer of textbooks, dorm furniture, appliances, and daily necessities among students and staff, particularly during orientation and graduation seasons.
- Reusable Tableware Partnerships: Campus dining venues offer financial incentives and discounts for patrons bringing their own cups and containers, complemented by an extensive network of drinking fountains to eliminate single-use bottled beverages.
- Laboratory Equipment Circulation: Research units share surplus, reusable glassware and non-hazardous experimental equipment across departments, reducing redundant procurement.
- Campus Repair Workshops: Regular hands-on repair clinics for small appliances and textiles are organized to extend product life cycles and promote circularity.
3. Reduce - Changing Habits at the Source
Source reduction is recognized as the most vital aspect of sustainable waste management:
- Paperless Campus Campaign: Administrative and educational activities prioritize digital documents, paperless meeting systems, and default double-sided printing across all network printers.
- Campus Plastic Reduction Initiatives: Coordinated policies and awareness drives discourage single-use plastic bags, disposable tableware, and beverage cups in all campus operations.
- Food Waste Reduction Culture: University dining halls offer flexible portion options to minimize unconsumed food waste at the dining source.
- Green Procurement Directives: University procurement protocols mandate preference for eco-labeled, recyclable, low-packaging, and durable goods.
Field Operations and Recycling Infrastructure
NCNU Refuse Collection Fleet with 4-Wheeled Towed Units
University-owned collection vehicles systematically pick up refuse and recyclables from academic buildings on fixed schedules.
Collection Vehicles with Sorting Trailer
Custom-compartmentalized trailers allow separate, in-transit containment of paper, metal, plastic, and glass streams.
Point-of-Collection Auditing and Bag Inspection
University operations personnel conduct random checks on general waste bags to ensure strict compliance with recycling guidelines.
NCNU Central Recycling and Resource Recovery Facility
Dedicated on-campus staging warehouse providing organized holding bays for secondary classification into 13 material categories.
Classified Plastics Holding Area
Bulked, clean post-consumer plastic waste prepared for recycling contractors inside the central storage depot.
Sorted Glass Container Storage
Glass bottles and containers categorized by color and type, stored safely in rigid drums awaiting bulk industrial recycling.
